Orange County Reopens Housing Voucher Program Waitlist After 12 Years

In a significant move, the Orange County Housing Authority (OCHA) is reopening its doors to new applications for its esteemed housing voucher program after a lengthy 12-year break. This initiative, designed to provide rental assistance, will be open for applications from September 18 through September 29, offering a lifeline to very low-income families, the elderly, and those with disabilities.

A Beacon of Hope for Many

The Housing Choice Voucher Program’s waitlist reopening is a beacon of hope for countless households in Orange County. With a cap set at 12,000 applicants, the program aims to reach as many eligible individuals as possible. Priority will be given to those living or working within OCHA’s jurisdiction, which covers a vast majority of Orange County, excluding Anaheim, Garden Grove, and Santa Ana, as these cities operate their own distinct voucher initiatives.

A Fresh Start and a New Beginning

Fifth District Supervisor, Katrina Foley, provided insights into the history of the waitlist. Over the years, the list had swelled to an overwhelming 40,000 individuals. However, many on the list no longer fit the eligibility criteria due to various reasons, including changes in income or residence. A comprehensive review revealed a mere 83 eligible candidates as of the previous week, underscoring the need for this reopening.

Application Process, Prioritization, and Fairness

The OCHA has emphasized that the sequence of application submissions won’t influence an applicant’s waitlist position. Instead, a structured system has been put in place. Veterans, senior citizens, individuals with disabilities, and families will be prioritized in that order. A transparent lottery system will then be employed within each category until the 12,000-applicant cap is reached, ensuring fairness in the selection process.

Income Limits, Funding, and Additional Support

Eligibility hinges on specific income limits, which differ based on household size. For instance, a single individual has an income cap of $50,250, while a family of four’s limit is $71,750. The county typically receives funding for 750 vouchers each year. However, in a recent boost to the program, the U.S. Department of Housing and Urban Development granted an additional $1.4 million, paving the way for 75 more vouchers, thereby expanding the program’s reach.

Selection, Notification, and Transparency

The random selection for the waitlist is slated for October 17. Following this, applicants can promptly verify their status on waitlistcheck.com. Comprehensive notifications regarding placement will be dispatched roughly two to three months after processing all applications, ensuring transparency in the process.

Rental Assistance Flexibility and Its Advantages

One of the standout features of this program is the flexibility it offers to recipients. The rental assistance provided is not restricted to specific areas or housing types. Recipients have the freedom to utilize the rental assistance anywhere within the county, as long as landlords are willing to accept the voucher, offering a wide range of choices to beneficiaries.

With the ever-rising cost of living, especially impacting those in the hospitality and service sectors, there’s an urgent need to bolster housing stability for at-risk individuals and families. Supervisor Foley accentuated the importance of aiding these individuals, asserting, “We’re going to make sure to take care of them.” This initiative is not just about housing; it’s about building strong, resilient communities.

Applications can be submitted through various channels, including online, mail, or email. Additionally, paper applications are accessible at various city halls, libraries, and community organizations. To further aid applicants, several county supervisors are orchestrating events. These events, hosted by Supervisors Andrew Do, Doug Chaffee, and Katrina Foley, aim to assist residents in electronically submitting their applications, showcasing the community’s commitment to this cause.
